25 그리고 천부장은 이러한 내용의 편지를 썼습니다. 26 "글라우디오 루시아가 총독 벨릭스 각하에게 문안드립니다. 27 이 사람은 유대인들에게 잡혀 살해 당할 뻔한 사람입니다. 그런데 저는 이 사람이 로마 시민이라는 것을 알고는 제 병사들을 데리고 가서 그를 구했습니다. 28 저는 유대인들이 무슨 일로 이 사람을 고소하는지 알고 싶어 그들의 공의회로 이 사람을 데려갔습니다. 29 거기서 저는 그들이 이 사람을 고소하는 것이 그들의 율법에 관한 것일 뿐, 이 사람에게는 사형을 당하거나 감옥에 갇힐 만한 죄가 없다는 것을 알았습니다. 30 그런데 유대인들이 이 사람을 죽이려는 음모를 꾸민다는 정보를 듣고 저는 곧바로 이 사람을 각하께 보내는 것입니다. 그리고 그 유대인들에게도 이 사람에 대해 고소할 말이 있으면 각하께 직접 하라고 일러 두었습니다."

25 He wrote a letter as follows: 26 "Claudius Lysias, To His Excellency, Governor Felix: Greetings. 27 This man was seized by the Jews and they were about to kill him, but I came with my troops and rescued him, for I had learned that he is a Roman citizen. 28 I wanted to know why they were accusing him, so I brought him to their Sanhedrin. 29 I found that the accusation had to do with questions about their law, but there was no charge against him that deserved death or imprisonment. 30 When I was informed of a plot to be carried out against the man, I sent him to you at once. I also ordered his accusers to present to you their case against him."

Commander Claudius Lysias was the Roman military officer responsible for the garrison in Jerusalem. After suppressing the riot surrounding Paul and learning of a plot by more than forty Jews to assassinate him, Lysias now transfers Paul to a higher authority, Governor Felix, with an official letter.

3. Perfect Plans Through Imperfect People: God doesn't use only perfect people. Even the self-serving commander and the bribe-seeking governor (who appears later) play roles within God's plan. My own imperfections and the limitations of those around me cannot stop God's providence.
